These people have the specialized training to care for sick, injured and orphaned wild animals. They also have the required state and federal licenses that allow them to keep the animals until they are healthy enough to be released back into the wild where they belong.
A licensed wildlife rehabilitator that specializes in raccoons will be able to tell you what, if anything, you can do for the raccoon. The rehabber may even come and get it and keep it until it has been checked out and gotten a clean bill of health.
At this time of the year, a raccoon in the northern climates should not be in the branches of a tree, but in a more sheltered area. It is possible that the animal is injured and in pain, so it could be very dangerous. Do not approach him yourself. Also, it could be diseased, so - again - no untrained person should attempt to approach this animal.

I definitely would not try and get him down with my bare hands. Racoons are carriers of rabies and they can fight pretty well; he may feel threatned if you attempt a daring rescue.
I suggest you entice the racoon with food under a shelter of some sort. Other than that, you should really leave it be. Normally there is a reason why an animal does what it does; further, racoons are good climbers so I truly believe that racoon is up there for a reason being that it can come down at any time.

Shotgun? No I'm just kidding. You could try to climb up and get him. Or put some food at the base of the trunk and maybe he will come down himself.
Call your nearest humane place. That's your best bet, plus he will have a nice dry, warm place to sleep tonight. Or, you could lure him down with some food, and put up a box with some blankets and food in your garage or something...and if he wants out, then he gets out, but he might stay because it is warm.
