My mom always wears make up, but when she's working hard physically and sweats, her mascara comes off under her eyes and makes really dark circles there. your mom seems to be in a bit of a jam- but don't worry
waterproof mascaras are bad for your eyes- so i do not suggest that.
my mom runs extremely hard every day- she wears mascara but never gets ';raccoon eyes'; my mom uses cover girl smudge proof - NOT waterproof mascara. its called professional mascara. shes been wearing it since she was 14. it does wonders.

How to prevent ';Racoon Eyes'; (mascara under eyes)???
If she's using waterproof mascara, maybe it's her liner that is smudging. Use waterproof eyeliner and then with a tiny eye makeup brush, apply a thin sheer line of foundation powder underneath the liner to set it. If she gets it on the liner, she can go over with more liner so it doesn't look chaulky. The powder should not show, just enough to set the liner. See if that helps. She could probably do the same on her lashes to keep the mascara from smudging.
What kind of waterproof mascara?? I use CoverGirl LashBlast waterproof, and it's great. Also, is she wearing eyeliner??? If yes, that may be it. Have her try a different brand. Maybe wear less makeup if that's the last choice. No mascara under the eyes usually doesn't help, but it may be worth a shot.
at this point you can try wearing less mascara or have your eyelashes tinted. Your momis probably producing a lot of oils ( swat) and oils break down everything including water proof stuff.

I have the exact same problem :( I wear different mascaras, waterproof and regular...both of them give me raccoon eyes. I don't know what to do about it. I'm trying to find a solution. I hope someone has a good one!
i recommend just not to use mascara for under the eyes..
